Eligibility Criteria
The applicant must follow the following eligibility criteria to apply for the Scholarship for Polytechnic Students:-
- NSP scholarship
- The applicant must be a permanent resident of India
- The applicant must have taken admitted to polytechnic colleges of India.
- NEC Scholarship
- The scholarship is open only to a student who is a permanent resident of any of the North Eastern States.
- For candidates belonging to Academic Year 2020-21 and onwards, the scholarship under this scheme shall disburse only through National Scholarship Portal (NSP).
- However, the students, who already have been receiving scholarships before these rules came into force, shall continue to receive their scholarships as per the prevailing procedure till the end of the tenure of their scholarship.
- Once selected, the scholarship shall be available to a selected student for the prescribed duration of a course subject to fulfillment of renewal conditions. Extension of scholarship beyond the prescribed period of study will not be entertained.
- At the time of availing of the scholarship, the student must not be in receipt of any other scholarship/financial assistance from any other source. A sponsored candidate under full employment during the period of study or working/in-service candidates shall not be eligible to receive the scholarship.
- A student shall only consider a scholarship in the year of commencement of his/her course. For the subsequent year, of course, only renewal will be allowed.
- The scholarship shall be admissible to students who get admission in Diploma, Degree, Post-graduate, or a registration in M.Phil. / Ph.D. courses of any institute recognized by the Government. The grant of scholarship for M.Phil and Ph.D. would be after the registration of the students with the University. The Scholarship will not be available for an internship or any practical training.
- The scholarship shall be admissible to the students whose parent/guardian’s annual income from all sources shall not exceed Rs 8.0 lakh. The income certificate issued by the competent authority shall be furnished by the candidate.
- The student must fulfill the following eligibility criteria in the previous qualifying
- examination for consideration of scholarship:
- Diploma- HSLC/HSSLC/Secondary School Leaving /Senior Secondary Leaving Certificate examination from a recognized State/Central Board with a minimum of 60% marks in aggregate.
- Degree- HSSLC/Senior Secondary Leaving Certificate examination from a recognized State/Central Board with a minimum of 60% marks in aggregate.
- Post Graduate- Degree level examination in any discipline (BA/BSc/BE/B Tech/MBBS/LLB/BCA/BBA etc. of any recognized Institute/ University with minimum 60% marks in aggregate.
- M.Phil./Ph.D- PG degree from any recognized University with a minimum of 60% marks in aggregate
- State Engineering and Technology merit scholarship
- The students must be pursuing an engineering degree, diploma, PG, ME, and MTech
- Polytechnic students can also apply for this scholarship.
- Post matric scholarship
- The students must belong to the OBC category and must be permanent residents of India.
- The applicant must be pursuing polytechnic courses.
- The annual family income of the applicant must not exceed Rs 1.5 lakh
- Ishan Uday- Special Scholarship Scheme for North Eastern Region
- Students with the domicile of NER, whose parental annual income does not exceed Rs.4.5 lakh per annum from all sources.
- Passed XII or equivalent in the preceding year of study i.e. 2017 for applications called for during the year 2017-18.
- Secured admission in the first year of any degree course, either general degree course or technical/professional/ medical/ paramedical course (Integrated courses included) in any of the following universities/ College/ Institute:-
- Universities/Institutions/Colleges included under Section 2(f) and 12 (B) of the UGC Act.
- Deemed to be Universities included under Section 3 of the UGC Act, 1956, and eligible to receive grants-in-aid from UGC.
- Universities/Institutions/Colleges are funded by the Central / State Government.
- Institutes of National Importance.
- Institutions recognized by other Statutory councils within as well as outside
- The admission should have in University/ Institution/ College with the AISHE code.
- For availing of scholarships under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.
- Transgender candidates are eligible to apply under the scheme. The reservation shall follow as per Government of India norms.
- The following shall not be eligible under this scheme
- Students pursuing courses/programs through Open Universities.
- Students already availing scholarship for pursuing the Undergraduate program under any other scheme(s).
- Students gaining admission through “management quota”
- Students pursuing courses, such as Diploma Courses, do not lead to the award of a Degree.
- Students whose parent’s income exceeds Rs.4.5 lakh per annum for courses, such as Diploma Courses, do not lead the award of a degree.
- Post-matric Scholarship scheme for minorities
- The scholarship will award to the students who have secured not less than 50% marks or equivalent grades in the previous final examination and the annual income of whose parents/guardians from all sources does not exceed Rs.2.00 lakh.
- Pragati scholarship scheme for girl students
- The scheme is only applicable to the girl child.
- The candidate should admit to the 1st year of the Degree/Diploma course in any of the AICTE-approved institutions of the respective year through the Centralized Admission Process of the State/Central Government.
- Only two Girl Children per family are eligible.
- The annual family income must not be more than 8 lahks.
- The selection of the candidate will be on merit on the basis of the qualifying examination
- Saksham scholarship scheme for specially-abled students
- Eligibility for Saksham- Degree Level
- Differently Abled Students have equal or more than 40% disability.
- Family income should be less than Rs. 8 Lakhs per Annum.
- Students Admitted in UG Degree Level Programme/Course in AICTE Approve Institutions.
- The students are admitted in the first year of their Degree Course OR the Second year of the Degree course through lateral entry (LE) in any of the AICTE approved Institutions of their respective year.
- No gender-related issue is applicable as the scheme is for all
- Eligibility for Saksham – Diploma Level
- Differently Abled Students have equal or more than 40% disability.
- Family income should be less than Rs. 8 Lakhs per Annum.
- Students Admitted in Diploma Level Programme/Course in AICTE Approved Institutions.
- The students are admitted in the first year of their Diploma Course OR Second year of the Diploma course through lateral entry (LE) in any of the AICTE approved Institutions of their respective year.
- Eligibility for Saksham- Degree Level
- Merit cum means scholarship for Professional and Technical courses
- The scholarship will award to the students who have secured not less than 50% marks
- or equivalent grade in the previous final examination and the annual income of whose

- Diploma Level
- Rs 50,000 per annum for every year of study i.e. maximum of 3 years for a Diploma for first-year admitted students and a maximum of 2 years for Diploma students admitted through lateral entry as a lump sum amount towards payment of college fees, computer purchases, stationery, books, Equipment, Software’s purchase, etc. No other additional grant will be payable in lieu of hostel charges and medical charges etc.
- Degree Level
- Merit cum means scholarship for Professional and Technical courses
- Rate of Scholarship Course Fee- Rs. 20,000/- per annum subject to actuals whichever is less (for both Hosteller & Day Scholar)
- Maintenance Allowance Rs. 1,000/- per month* for Hosteller Rs. 500/- per month for Day Scholar
- Scholarship for listed institutes Full course fee is reimbursed for 85 listed Institutes.
Selection Procedure
The applicant must follow the following selection procedure to apply for a Scholarship for Polytechnic Students:-
- NSP scholarship
- The candidates will be selected based on their financial conditions.
- NEC Scholarship
- The merit lists will be drawn from among finally verified applications as per the scheme guidelines and after following the laid down procedure on the NSP.
- Selection of students for M. Phil and Ph. D. will be done on the basis of the topic of research/Synopsis which has relevance to the problems/issues related to the NE Region. The Subjects/topics for M.Phil and Ph.D. should invariably be directly, specifically, and currently relevant to NE Region. Basic and theoretical research shall not be favored in general.
- The scholarship is purely on a merit basis. The merit list will be prepared exclusively on the basis of marks obtained by the candidate in the qualifying exams and complying with the level-of-course-wise slots, preference shall be given to the candidate having a lesser family income.
- There will not be any reservation/quota on the basis of category/religion/gender.
- The scholarships will disburse to selected students by NEC directly in their provided and verified bank accounts using DBT mode as per the extant guidelines.
- State Engineering and Technology merit scholarship
- The candidates will selection base on the rules and regulations set up by their state government.
- Post matric scholarship
- The applicant will select base on their financial conditions and the fulfillment of the eligibility criteria.
- Ishan Uday- Special Scholarship Scheme for North Eastern Region
- 10,000 (ten thousand) fresh scholarships will be awarded every year.
- Distribution of slots amongst the states of NER will be done on the basis of the population census(last).
- If slots in a particular state remain vacant due to the non-availability of eligible candidates, the unfilled slots will be distributed equitably amongst other states.
- Reservations for Persons with Disability (PwD) will be made as per Government of India norms.
- Post-matric Scholarship scheme for minorities
- Fresh – As the number of scholarships for minorities available in a year is fixed and limited, it is necessary to lay down preference for selection. Inter-se selection weightage is to be given to poverty rather than marks. In the case of the same income, merit shall be generated from the ‘Date of Birth’ criteria of the applicant (senior is preferred).
- Renewal – There is no merit list generation for renewal cases. Renewal applicants will get the scholarship if they have obtained 50% in the previous year’s examinations (at the same institute and in the same course) and the application is verified by all authorities (as designated by the Ministry of Minority Affairs) and approved by State Governments/UTs.
- Pragati scholarship scheme for girl students
- The candidates will select based on the merit list prepared to depend on the marks that the candidates have got in the qualifying examination.
- Saksham scholarship scheme for specially-able students
- The candidates will be selected on merit at the qualifying examination to pursue technical education from amongst such candidates. The other criteria are that the candidates should have been admitted to the first year of the Degree or Diploma program in any of the AICTE-approved institutes during the academic year 2014-15 through the centralized admission process of the State/Central Government.
- Merit cum means scholarship for Professional and Technical courses
- Fresh – The number of scholarships has to fix State/UT-wise on the basis of the Community-wise minority population of the States/UTs as per Census 2001 (2017-18) & 2011 (2018-20). Within the State-wise allocations, the applications from the Listed Institutions will be exhausted first in the merit list. In case the number of such students is more than the State/Community-wise quota, normal merit list criteria shall follow. Other verify applicants/students will select from the merit list, thereafter, on a merit basis i.e. Percentage/marks of last academic course/board (higher secondary / graduation) exam. In case of similar marks, income will be a deciding factor.
- Renewal – There is no merit list generation for renewal cases. Renewal applicants will get the scholarship if one has obtained 50% in his/her previous year’s examinations (or in each semester/trimester of the previous year’s) their application is approved by State Governments/UTs
