This program was started in 1978 to honor the public service career of the late Senator and Vice President, Hubert H. Humphrey. Under this program talented young or mid-career professionals from a developing nation came to the USA to pursue non-degree graduate coursework and related practical experience for ten months.
Eligibility Criteria

This program is designed for Indian scholars who are registered for a Ph.D. at an Indian institution. The duration of the program is of six to nine months.
